Check the ULS for exceptions, google extensively (I didn't have any exceptions, it just wasn't behaving)
Then:
- Verify Farm Service account and UPS account are in local admins.
- Restart Synchronization service
- Restart IIS
- Restart User Profile manager and Synchronization service
- Restart OWSTIMER.EXE service
- Restart IIS
- Clear File Cache
- Restart all service
- Restart service
- Set fire to office and run
Usually that'll fix it before step 10, but if not, that's always an option.
